I hereby publicly announce that I resign from the TechDev fund committee.

As the Nxt community continues to insist on operating without forming any
official legal entity, I cannot accept the resulting personal legal risk.

I am a software developer and voluntarily write code for the Nxt open source
project. I neither request nor accept any type of compensation for my work,
and I do not provide or offer such compensation to anyone else.

I will not accept any leading or decision making role in the Nxt community,
and will strictly limit my participation to writing software only.
In particular, I will not be involved in any discussions, activities, or
decision making, related to project funding, bounties, rewards, interviewing,
hiring or paying developers, fund administration and allocation, and similar
business or community activities.

When I accepted to be a lead developer for the Nxt project, I explicitly
stated that I will not be anything more than indeed a developer. I am not a
leader of the Nxt project in any way, and refuse to accept a leadership or
management role in it. The decisions I make will be strictly limited to
software architecture and design, and focused entirely on improving the
quality of the core Nxt software.

It is obvious that the current TechDev committee is experiencing problems
and is in need of reorganization, but I am not going to be involved in this.
And I hope my resignation demonstrates that the lack of legal entity behind
Nxt is a blocking issue that will need to be addressed and resolved soon.

Overall I believe that my decision is a positive for the Nxt project, as I
will be able to entirely concentrate on writing code and on the further
development of the Nxt core software.

I have sent a message to a java expert who may be able to conduct the interviews. He is invested in NXT, and has indicated that while he can not contribute coding time, he may be able to help with getting things organized.

I was always impressed by superhuman intuition of BCNext. His position was always crystal clear - max decentralization. Jean-Luc's decision proves that BCNext chose the best person to be the lead dev. Now I worry less about creation of any kind of Nxt "Foundation" coz we still have several clusters of "power" that shapes Nxt.

Among the interviewers there should definitely be someone that is already accustomed to the NXT codebase. Plus, the interview is just the first step. The candidate should also be mentored for a while after being hired. Who is going to guide him now?

In my humble opinion, J-L would be the ideal person for this, but given his -understandable and respectable- resignation, it would be prudent not to rush the interviews and instead postpone them indefinitely until the current mess is untangled.

While the impulse to "halt" is always understandable, it reveals also "linear" thinking.

What is against both being careful *and* putting out feelers?

The "current mess" does not exist in isolation, but is connected to the fact that we have a very narrow base of devs.

Expanding that will most probably give people a feeling of more air and lessen tensions.

I agree that dev team expansion would, of course, be the best thing for NXT. I'm simply pointing out that I cannot see this hiring process happening without an NXT-experienced developer conducting the interviews, and assigning work to the possible hire as well as mentoring him, at least in the beginning.

As far as I understood, JL will without a problem be able to mentor them.

Let me just point out that CIYAM Open is available for Nxt to use (and is already being used for the Nxt AT project - http://ciyam.org/open/?cmd=view&data=20140220164742097000&ident=M100V137&chksum=065ecf7d).

No contracts and no employment - only "dibs", "deliverables" and "payments".

There will be *zero* fees charged to Nxt projects listed on CIYAM Open provided that I know who the Project Manager is and that I think the project is worthwhile.

I suggest Wesleyh, ChuckOne to conduct the interviews, they are both familiar with Nxt core.  Furthermore I would nominate Intmain() or Nexern as a replacement for JL on committee.  I think its a good move by JL.

No - I don't care much for *committees* myself - I plan to just be an *independent consultant* for the project (also as I am consulting on Nxt AT that could put me in a position of "conflict of interest").

The Tech Committee is an administration work to mainly make the decision on how to disburse the Tech funds at this moment.

I think the Tech Committee (if they are willing) along with the Infrastructure and Marketing Committees could form a Nxt Foundation down the road, once the unclaimed coins are dispersed.  They could be the one-stop resource for Nxt, especially if we get business's that need advice on implementing Nxt features, etc..

We have not actually announced another member to step up and take Jean-Lucs place in this group.

There has been informal agreement that antanst would be asked if he wishes to join the TechDev Fund committee,

because he was also on the original election and has received several votes.

Since antanst has also participated in the formulation of the NIPs draft, I would like to propose antanst to join the TechDev Fund committee,

if he would accept.

Yes, but there was a lot of effort that went into the setup for voting, and time spent by people to vote.
