Cold wallet -- cannot connect to /nxt-proxy

I am trying to create an Ardor cold wallet on a machine not connected to the internet. I am following the guide at https://nxtwiki.org/wiki/Offline_Transaction_Signing, including setting nxt.isOffline=true. From the logs this has been done correctly. However, I keep getting a popup warning, "Cannot connect to /nxt-proxy. No public peers found." Also, when I try to create a new account it claims I have my passphrase wrong, even though I copy & pasted it from the previous screen. If I try to use an existing account, it says, "Connecting to network... Please try again later." Finally, the logs say it is repeatedly sending getPeers to /nxt-proxy.

It seems to be trying to use an internet which isn't there, even though it is offline. The connection to http://27876/ must be working, else I wouldn't get the login screen.

Does Ardor not support offline transactions, or have I missed a step?

I remember having trouble with offline signing with NXT too. Since then I first copied a fresh blockchain (.db file) to my offline machine and everything worked.

Thanks. I tried copying nxt.h2.db, and that got rid of the message about /nxt-proxy, but I still get "Connecting to the network" followed by it telling me the passphrase it just created is incorrect.
