Change log:

This is a mandatory update. Everyone should update to 1.4.7 or later before
block 330000.

The Message Pattern in AccountInfo feature, introduced in 1.4.0e, has been
disabled, and will not be activated at block 330000. This is to prevent
possible denial of service attacks by malicious regular expression patterns
which can cause excessive CPU load with certain inputs. This feature will
probably be introduced again in 1.5, but with a predefined set of allowed
well behaved regex patterns.

Multiple minor UI improvements and bugfixes.

Enhanced nxt.allowedBotHosts property to also accepts a range of addresses
using CIDR notation.

This release will perform a rescan on first start, on testnet only.

Does "This release will perform a rescan on first start, on testnet only." mean that this is a testnet only release or that it is a release that will work on mainnet but when used on testnet it will do a rescan of the blockchain?

I wonder if this release fixes the problems I had with the last 2 which I couldnt start.

testnet-only releases are marked with e in the end.

Yes, in 1.4.7 the message pattern feature introduced in 1.4.0e has been disabled. This means that starting from block 330000, users on 1.4.0e to 1.4.6 will be able to submit transactions which won't be accepted by 1.4.7 nodes so they will be left on a fork.

I like it.

It was created for merchants, I believe. They can set up an account for receiving payments and force an ID to be included so that the merchant will know what the payment was for. Probably has lot of useful use cases though.
