I have a question. When it is rolled back the stolen NXT will be restored to the account. But the hacker still has the pass phrase and can move the coins again, right?

but i am also wondering so if no future outgoing transaction can be made from the account. Isn't the NXT stuck there? since the NXT can't be sent to any of the owners of the NXT either right?

No outgoing transactions from the bter account are possible after block height 209885.

I still need more (official) explanation of the consequences of forging on this one. What accounts and transactions will be affected how?
Still too cryptic right now.

Also transactions from other accounts that have already expired will be rolled back. So it's not just rolling back the theft.

so...why not just freeze his account?

I guess that the freeze option is not available for decentralized crypto network. That forgers decide is the only available option without using the centralized power.

it doesn't sound like anyway to get it back unfortunately without a complete rollback or if the hacker is really going to give it back. Plus the hacker could just steal from it again.
