Character encoding discrepancy between minting and API login.

I noticed that the mint.sh program reads my password differently than the NXT API login. When I read the properties, some of the special characters look different than they do in the file and I end up attempting to mint with a different RS account number than my account normally has.

1. Try adding the -Dfile.encoding=UTF8 flag to the Java command line
2. Make sure nxt.properties is saved using UTF-8 encoding
