Volumes are low enough that anyone with a few $k can clear the orderbooks if they want.
Mostly, they don't want.

Chinese mining pools have 60% hashrate, apparently. Gavin decided on 8MB blocks after consultation with the Chinese cartel. It would otherwise have been 20MB (too much for typical Chinese bandwidth).

Today's xpool.ca multipool payout is  1500+ NXT, 9+ BTCD, 14+ FIBRE, 160+ BITS, 4+ DASH, 0.123+ LTC & 0.522+ BTC

Additionally 24.310 DASH was found and sent to X11 miners in the past 24 hours.

Would love to see some miners step it up. If the pool can grow another 40-50% all around I will look into opening an asset for some profit sharing which that in itself will grow the pool even more.

Described by a PDF here. There's no running code yet. It reminds me of the debates we have over how to set Nxt transaction fees. BIP100 is essentially "miners vote", with restrictions. It'll be interesting to see how it works out. It is potentially a more conservative approach than BIP101/XT. It reflects the view of many that, yes, the blocksize limit needs to be increased, but not as rapidly as BIP101/XT proposes.

I find the idea of a hard cap @32MB strange. Ok, it won't be needed any time soon, but given how hard it is to make any changes, you'd expect it to be better future proofed.

It's a conservative choice. There probably should be some limit, in case it all goes wrong and the block sizes increase enormously and are filled with spam. 32MB sounds reasonably large to me. It's 5 doublings away, and by the time they get there they will have more experience in how the voting system is working. If the miners chose to force up fees by limiting block sizes, they might not get there for a long time.

32MB sound reasonably large to you today. It will become an emergency 5 years from now, starting the whole debate again.

Maybe this hard limit exists to incentivize everyone to some off-chain protocol like side-chains or lightning network?
