New Community Funding Committee
« on: November 25, 2014, 07:08:16 pm »

Hello people,

Well finally, I have gotten around to writing this.

For people who want to read up, please read these background threads:

https://nxtforum.org/general-discussion/new-community-funding-committee-proposal/
https://nxtforum.org/general-discussion/(vote)-do-we-need-to-re-organise-the-nxt-community-committees/

I want to propose a final form in which to do this.

I have contacted all current committee members (MC, TC and IC + treasurers) already and I got a few messages back, all generally positive and non negative.
So once we get this done, I expect the transition of funding to go smoothly.

Here is my final proposal for the new committee. I am adding a vote for "yay" and "nay" to it, so we can see in general terms what the feeling is.
The proposal will be up for a week, after which the next steps, as outlined below, will be taken.

Steps:

1. This poll. Self-explanatory.

2. Self-nomination of candidates for the open positions (positions explained below this outline)
Candidates can ónly nominate themselves.
Candidates realise they are committing a significant amount of time to this committee
Candidates will make a post explaining why they want to take a position on the committee, and what their qualifications for this position are.

3. Voting.
I've given a lot of thought to this and I think the method rickyjames chose last time worked well.
You can read how that one went here: https://bitcointalk.org/index.php?topic=345619.msg5436978#msg5436978 (whew, blast from the past!)
The vote will be conducted using: https://www.electionbuddy.com. People will be able to get a vote by sending me a PM (on both BCT and Nxtforum).
Unless someone has a more practical way to do this, this seems the safest way available. It's tedious, but I think it can work well.

4. Announcing the new committee, and transfer of funds to the new treasurer.

Committee Structure:

Voting members:
Chair
Organiser and responsible for keeping the committee active and on the case.
Commercial member
Commercial member
These members have knowledge of markets and look for opportunities to open up Nxt use and adoption
Technical member
Technical member
These members have knowledge of the technical process/needs and look for opportunities to support this process.

Non-voting members:
2 x treasurer: also responsible for keeping and publishing accounts
Secretary: responsible for all internal and external communication

The treasury has been split in half, for reasons of security.

Members should be able to commit to be available and not disappear. You should be at least available 6 hours per week. You also need to be able to motivate yourself and not buckle under criticism, as you wíll get some at some point (if you are doing your job).

I would also like to put in the dead man's switch that if the committee cannot get their quorum together two times in a row, it will be dissolved. This committee is meant to be active, so should be able to organise itself to not let this happen.

Mandate:

the committee be that it will stimulate development in any way possible. This includes:

The mandate of the committee is active! They can and should initiate projects and keep the community active in creative ways.

·         making a clear budget for the coming year
·         recognising and funding well conceived projects that further the adoption of Nxt in any way
·         Initiating projects for Nxt adoption and finding partners to make them come to fruition
·         proposing and incentivizing uses of Nxt
·         overseeing the timely development of these uses once they have been agreed on
·         communicating the progress of these projects in a simple to read format, making use of the numerous communication outlets that are already in place within the community, like the Twitter
channels, Facebook pages and sites like Nxter and Nxt.org.

This thread will be here until 2nd of December. I think this is a very workeable plan which will allow the committee to make quick decisions based on know-how.

Yay!......committees

Seriously......I'm pretty happy with the above outline.

Couple of points:

I think that committee members should not be paid directly for committee work time.
Making Nxt a success should provide a big enough reward, we don't need any dead weight on this committee, but people who are genuinely dedicated to Nxt.
I do propose that if committee members do an outstanding job, then donations (or maybe a community voted reward) should be made to them, but not a salary just for being on the committee.

I also propose that from now on, the Community Funds Committee will be referred to as CFC.

I nominate myself. Not sure for the commercial or technical spots.

I am just a simple C programmer.

Already voted Aye. Still would like to know (since I haven't seen much about those committees before): What is the structure at the moment, and why did it not work?

I will devote 2015 to work on NXT related projects. If I can be of any help, I have quite an extensive business experience and I am an ex programmer. I can help for free.

I nominate myself for whenever a first or second opinion is needed.

Voted: YES

Lets get this new committee elected asap - we need some candidates putting themselves forward in this thread....
Come one people step up....

Can we be ready to run the election from 1/12 voting for 1 week or is that too soon / too short?

Already voted Aye. Still would like to know (since I haven't seen much about those committees before): What is the structure at the moment, and why did it not work?

3 separate committees, marketing, development and infrastructure, reactive mandate - only responding to requests not able to drive or shape things... this is simpler 1 fund, 1 committee and mandate to drive things...

Hey why not? (:

I would like to nominate myself to be a technical member of the committee.

<selfPromotion>
I have been actively involved in nxt since August, and passively since early December, I currently run jnxt.org and write a bunch of fun stuff for it, I am helping out with NRS ui where I can as well as working towards my dream project, the Jay framework. I know what goes on here fairly well at this point and love how this community is set up. I'd really like to see it go in a direction of success. I am here for the long run and will put as much time as I can allocate/is needed toward helping the decisions. And I'm fine with not getting paid.

I'll nominate myself as a treasurer.

I've been around since near the beginning, active on the forums, am available everyday, consider myself pretty well trusted, my real world identity is linked to my account in numerous ways, plus some some people in here know my real identity anyway (I'm Batman!). And in my day job I'm a chartered accountant so handling large sums is my thing (£1b+ per annum).

Available current funds:
We have 3,099,889 Nxt in the TechDev fund: http://www.nxtreporting.com/?a=10979837763882063&c=USD
We have 1,494,998 Nxt in one account of the InfCom fund: http://www.nxtreporting.com/?a=NXT-6AJD-9ZFF-ZYQJ-5SU72&c=USD
I still hold 1,404,902 Nxt in escrow of InfCom funds: http://www.nxtreporting.com/?ac=NXT-X7AV-KRD5-2YK6-GXZ5W
We still have 1,243,278 Nxt in the MC fund, but a lot of that is reserved: http://www.nxtreporting.com/?a=6824000597786339044&c=USD
So, we still have at least 5,999,789 Nxt (plus a bit from MC) of unspent funds.

We (the NxtOrganization) discussed internally that we already have two groups (NxtOrganization and NxtFoundation) which pursue the goals you specified. So we think that the best solution would be, to split the funds between these groups.

If you want to have a third active group which will do practically the same, then do it. But this will add further weight on your shoulders. At least then you should split the funds between the already existing ones and the third one. I just don't see the point in having three individual groups which members may over lapse and are practically doing the same. :)

What is the opinion of the community about this?

What is the opinion of the community about this?
My understanding was that NXTorganization was funded by donations and I do not remember the community approving any transferring of the community funds to the NXTorganization. So I am not sure why you are presenting things in a way that implies NXTorganization is having any authority over the 6 M unspent funds

James

P.S. Also I distinctly remember the self-appointed nature of NXTorganization and that there was no community voice in the selection.
